Why can’t Parliament solve Brexit?

The reason Parliament cannot resolve Brexit? Parliament is an institution which is, by definition, supposed to be sovereign. Having lost that sovereignty it is incapable of discussing and resolving that loss because it contains people who consent to it not being what it is. Hence the mayhem. Parliament is the tool of a sovereign nation state and is incapable of discussing issues that assume it may not be.
